Response to Lyndon LaRouche's proposal for an expanded NAWAPA project has been electric, ever since he relaunched the idea at the end of July. In those intervening weeks, as the LaRouche PAC took the gigantic North American water and power management proposal out to the citizens, putting it up front in Congressional campaigns, contacting experts and community leaders, and most especially posting a 3-D interactive map on the website to make the concept plastic, the mood in the population began to change visibly. Engineers, trade-unionists, veterans, the unemployed, old and young are beginning to understand that there is an alternative to the crushing austerity and collapse of the real economy of the past years.
Lyndon LaRouche, in an interview Aug. 25 on LPAC TV, indicated he was not surprised by the excitement created around NAWAPA, which would supply abundant water and power for Canada, the U.S. and Mexico, because people naturally tend to respond positively to a creative perspective for reviving the economy, in a time of mass strike ferment. However, to realize such projects, he stressed, a Glass-Steagall reorganization first has to be put through in order to finance them, and that means getting President Obama out. Then a NAWAPA project could begin, while at the same time international agreements on a fixed exchange rate credit system are reached, to provide abundant public credit for great projects internationally.
In fact, there are many, many other proposals on the drawing boards outside of North America, which could be jump-started with the momentum from a NAWAPA-style orientation in the U.S. In Russia, the 120-kilometer Bering Strait railway tunnel between easternmost Siberia on the Russian side and Alaska on the American side, is being actively promoted, including by political layers, who are following the LaRouche proposals carefully. In India, official circles have reacted enthusiastically to NAWAPA, announcing similar large-scale hydroelectric and desalinization projects.
Other major infrastructure projects that EIR has promoted for years would spark similar optimism in the countries involved. Some examples:
* The Mexican PLHINO, the hydraulic plan to bring water northward into the bone dry area of Northwest Mexico is a needed complement to the NAWAPA. Infrastructure development should continue further south, with the construction of a long overdue highway and railway connection between Central and South America through the Darien Gap, a 160-kilometer jungle area between Panama and Colombia.
* The Transaqua project, a system of canals and dams to divert abundant water from the Congo River to Lake Chad and the chronically drought-hit north of the Sahel zone. The presently expanding drought zone in the north where up to 30 million Africans are faced with starvation could be turned into arable land under intensive-and semi-intensive-type irrigation development. Africa also desperately needs east-west highway and railway connections, with branches extending to the north and south.
* As for Eurasia, a major project that has been envisaged for decades is the replenishment of the Aral Sea which lies between Uzbekistan and Kazakhstan. From a 66,000 square km surface in 1950, the sea now covers less than 9,000 and its loss threatens agriculture in the region. To replenish it, water could be drawn from the Volga River,which flows south into the Caspian Sea and the Ob-Irtysh which flows north into the Arctic Ocean, through a system of canals.
In Western Europe, many more such projects should be implemented, including for bringing abundant water to the southern parts. The Swiss, for example, have uncontested expertise in the area of tunnel-building, and would certainly be called upon to contribute greatly, while in Germany, a full one third of all power generators in hydroelectric complexes globally have been manufactured in the past decades by the Voith Hydro company alone, which employs a workforce of 39,000.
