Blackwater Used by the CIA in Assassination Program
According to reports first published in the New York Times on Aug. 19, the CIA hired the company formerly known as Blackwater (now Xe Services), in 2004, to help in an assassination program targeting Al Qaeda operatives in Afghanistan. The very existence of that program had been withheld from Congress, apparently on orders from former Vice President Dick Cheney, until revealed to lawmakers by CIA Director Leon Panetta in June.
It transpires from various reports that the real reason the CIA considered using Blackwater is because most of the senior CIA officials who would have been in charge of the program had left government service to work for the private security contractor! One such official was J. Cofer Black, in charge of the CIA's counter-terror operations until he was hired by Blackwater founder Erik Prince in 2005 to run his private intelligence firm. According to the Times, the CIA paid Blackwater about $10 million, but its operatives apparently did not kill or capture any terrorists.
Blackwater still maintains classified contracts with the CIA and has several contracts, worth hundreds of millions of dollars, to provide diplomatic security and related services in both Iraq and Afghanistan, despite Blackwater's involvement in many suspicious deaths, including a shooting incident in Baghdad in September of 2007 in which 17 Iraqi civilians were killed. The State Department's dependence on the private security contractor has hardly declined, despite Secretary of State Hillary Clinton's promise, last February, to reduce it.
Senate Foreign Relations Committee Chairman John Kerry wrote a letter to Prince on Thursday, Aug. 20, asking for details of Blackwater's contracts with the CIA. He expressed concern that contractors could have used their State Department assignments "as cover to gather information for the targeted killing program."
The Wall Street Journal reported on Aug. 22, that there are now 74,000 contractors in Afghanistan compared to 58,000 troops. And with the arrival of the additional troops the Obama Administration plans to send in, the number of contractors is expected to rise even further.
According to Time columnist Robert Baer, Blackwater is now supervised in Afghanistan by is a British security company called Aegis, "which is headed by a notorious British mercenary". He notes that "the Obama White House has been happy to work with the Bush Administration's contracting mess", so far.
